Ukraine confirms publishing and printing houses to critical infrastructure list
08.04.2025
Ukraine’s Ministry of Culture and Strategic Communications (MCSC), previously known as Ministry of Culture and Information Policy (MCIP), updated the list of institutions receiving a status of critical importance to include publishing and printing houses.
On April 1, changes to the employee booking procedure introduced by the Cabinet of Ministers came into effect. Furthermore, institutions previously recognized as critical to the economy and the livelihoods of the population must now renew their status. The Ministry of Culture has reviewed and approved a new list of organizations considered critical infrastructure for the cultural sector. Among them are:
- Ukrainian Book Institute;
- Kharkiv Korolenko State Scientific Library;
- Odesa National Scientific Library;
- National Library of Ukraine for Children;
- Yaroslav Mudryi National Library of Ukraine;
- Babyn Yar National Historical and Memorial Reserve;
- Shevchenko National Reserve (Kaniv);
- National Memorial Museum of the Holodomor-Genocide.
The status of a critical facility was confirmed for the National Public Broadcasting Company of Ukraine (with its regional branches).
In February, the Ministry of Culture approved updated criteria for determining whether an enterprise is of significant importance to the economy in the cultural and information spheres. Publishing companies can also apply for this status. To qualify, a publishing house must have implemented at least two projects that year related to the creation, promotion, or distribution of Ukrainian cultural and creative products, both inside the country and internationally.
The updated list includes several printing companies, such as TRIADA-PACK LLC, Zakhidnoukrainska Knyzhnya Fabryka LLC, UNISOFT PE, CONVI PRINT LLC, and PET LLC.
A representative of the Ministry of Culture said that there are other Ukrainian publishing houses that qualify for the status of critical importance, but did not specify their titles.
As reported earlier, publishers appealed to the Prime Minister of Ukraine to include Ukrainian book publishing institutions in the category of critical infrastructure.
